The Guiding Opinions on Accelerating the Establishment and Improvement of the Urban Residential Water Tiered Pricing System was recently released. The Guiding Opinions pointed out that by the end of 2015, all cities in the country should, in principle, fully implement the tiered water pricing system for residents.

According to the requirements of the Guiding Opinions, the country will set up tiered water volumes in no less than three levels, and the first, second and third tiered water prices will be arranged in a ratio of no less than 1:1.5:3. The Guiding Opinions particularly emphasizes that all localities must complete the "one household, one meter" transformation within a time limit.
